Off-Plan vs Ready Offices in Dubai: Which Suits Investors?

off-plan vs ready offices

Off-plan vs ready offices comes down to price, timing and risk. In the first nine months of 2026, off-plan took about 80% of Dubai’s recorded office sales value, at a much higher price per sq ft than ready space, and it pays no rent until handover. A ready office costs less per sq ft and can earn from its first lease. The calculator below compares both on your own numbers.

Key facts on off-plan vs ready offices in Dubai

  • January to September 2026: 3,695 office transactions worth AED 20.16 billion. Off-plan: 2,363 deals and AED 16.13 billion. Ready: 1,332 deals and AED 4.03 billion (Arabian Business, 2 October 2026, analysis of Dubai Land Department data).
  • Average sale price per sq ft from 1 January to 19 May 2026: AED 4,349 off-plan against AED 2,266 ready (Gulf Business, 21 May 2026).
  • Q3 2026 secondary office price: AED 1,930 per sq ft, down 1.2% on Q2 (Khaleej Times, 13 October 2026, CRC Property).
  • Planned new office space: 379,000 sq m in 2027 and 718,000 sq m in 2028 (Khaleej Times, 6 August 2026, Cavendish Maxwell).

What the 2026 numbers say about off-plan vs ready offices

In off-plan vs ready offices terms, off-plan became the main way offices change hands in Dubai during 2026. Cavendish Maxwell counted off-plan as 65% of first-half transactions, and the average off-plan office sold for AED 8.3 million against AED 3.0 million for a ready one. In our Dubai office market guide we track the same shift quarter by quarter.

Share of recorded Dubai office transactions and value, January to September 2026 (Arabian Business, 2 October 2026, citing Al Masdar Al Akari and Dubai Land Department data), and average sale price per sq ft for 1 January to 19 May 2026 (Gulf Business, 21 May 2026, citing The Real Estate Reports).

The September figures show the split is not fading: off-plan took 265 of 419 deals and AED 1.32 billion of AED 1.85 billion. A record-breaking year does not make off-plan vs ready offices an easy call, because the two routes buy different things. One buys a finished, leasable asset. The other buys a future delivery date.

Why the price gap is not a like-for-like premium

The AED 4,349 against AED 2,266 gap looks large, but it is an average of whatever sold. The Real Estate Reports found that Lumena and Lumena Alta by Omniyat generated AED 4.58 billion in Business Bay alone, and that the top five projects made up 51.8% of commercial sales value. A few launches pull the off-plan average, so the gap tells you about the market mix, not about what a given tower will cost. For off-plan vs ready offices, the building matters more than the average.

Do not mix the three price figures in this guide either. AED 2,266 (ready, January to May), AED 1,930 (secondary, Q3 CRC Property) and AED 2,012 (all offices, first half, Cavendish Maxwell) cover different periods and definitions. Use them as direction, then price the specific unit with rent per sq ft by area and live comparables.

Cash flow: when each side of off-plan vs ready offices starts earning

A ready office can be leased as soon as the sale completes and any fit-out or vacancy period ends. An off-plan office earns nothing until handover. The off-plan pages on this site list handover years from 2026-2027 to 2030, for example Azizi Tower 1 in 2027, Binghatti Spectre in 2028, 1970 Office Tower in 2029 and Lumena Alta in 2030. The cash-flow side of off-plan vs ready offices is the easiest part to model.

Rents add to the case for waiting only if they keep rising. Savills reported an average office rent of AED 238 per sq ft in Q2 2026, flat on the quarter and the first quarter without growth since the first half of 2021 (Savills, 21 July 2026). With rents flat, an off-plan buyer is mostly relying on price growth between purchase and handover, which is the core risk in off-plan vs ready offices when rents are flat.

Illustrative arithmetic, not a market yield. Take a 1,000 sq ft office at the average prices above and Savills’ AED 238 average rent: AED 238,000 a year is about 10.5% gross on the ready price of AED 2.266 million, but about 5.5% on the off-plan price of AED 4.349 million. Rents in new towers can differ from the average, which is why the tool lets you enter them separately.

Delivery, escrow and registration for off-plan buyers

Dubai builds buyer protection into off-plan sales. As Khaleej Times explained in December 2022, a registered project needs a Dubai Land Department escrow account under Law No. 8 of 2007, buyer payments go into that account, and a buyer can request provisional Oqood registration after the down payment. If a party breaches, the Land Department serves a 30-day notice before compensation applies.

In an off-plan vs ready offices comparison the legal steps differ. That article is nearly four years old, so treat it as the framework and check today’s rules with a lawyer and the Land Department. The Oqood fee amount is not stated in the sources we opened, so we leave it out. For ready offices, the transfer fee is 4% of the declared price, with the agency fee typically 2% plus 5% VAT on it (Property Finder, modified 3 July 2026, residential examples). Our guide for foreign buyers of commercial property covers who may buy where.

Supply risk: what lands in 2027 and 2028

Cavendish Maxwell put Dubai’s office stock at 9.46 million sq m, with 92,300 sq m added in the first half of 2026. Our arithmetic on its pipeline figures:

DeliveryNew office space (sq m)Share of 9.46 million sq m stock
Rest of 2026150,000about 1.6%
2027 (planned)379,000about 4.0%
2028 (planned)718,000about 7.6%

An off-plan buyer completing in 2028 enters the largest wave. A ready owner competes for tenants today, when Savills describes prime vacancy as low. Supply does not decide the call alone, because a well-located tower can lease while a weaker one sits empty, but it belongs in the off-plan vs ready offices comparison.

Frequently asked questions about off-plan vs ready offices

What is the difference between off-plan vs ready offices in Dubai?

A ready office is finished and can be leased or occupied once the sale completes. An off-plan office is bought before the building is delivered, so the money goes into a project escrow account and the unit is handed over on a later date. In the first nine months of 2026 off-plan took about 80% of recorded office sales value, so the off-plan vs ready offices choice now shapes most of the market.

Is an off-plan office cheaper than a ready office per sq ft?

Not on the 2026 data. The Real Estate Reports put the weighted average off-plan office price at AED 4,349 per sq ft and ready offices at AED 2,266 per sq ft for 1 January to 19 May 2026. The gap partly reflects which towers launched, so compare the specific building, not the average.

When does an off-plan office start earning rent?

Only after handover and fit-out. The off-plan project pages on this site show handover years from 2026-2027 to 2030, so the wait can run from months to several years. A ready office can be leased as soon as the sale completes and any fit-out or vacancy period ends.

What protects a buyer of an off-plan office in Dubai?

As Khaleej Times explained in 2022, a registered project must have a Dubai Land Department escrow account in the project name, and buyers can ask for provisional Oqood registration after paying the down payment. Rules and fees change, so confirm the current terms and the sale and purchase agreement with a lawyer before you sign.

Does the supply pipeline matter when choosing off-plan vs ready offices?

Yes. Cavendish Maxwell counts about 379,000 sq m of new office space planned for 2027 and 718,000 sq m for 2028, against a stock of 9.46 million sq m. An off-plan unit delivered in 2028 enters that wave, while a ready unit is already leased or leasable today.

How we built this guide

This off-plan vs ready offices guide uses sources opened on 4 November 2026. Arabian Business, 2 October 2026: January to September 2026 transactions and value, citing Al Masdar Al Akari analysis of Dubai Land Department data. Gulf Business, 21 May 2026: price per sq ft and project concentration, citing The Real Estate Reports for 1 January to 19 May 2026.

Khaleej Times, 6 August 2026: first-half averages, unit sizes and supply, citing Cavendish Maxwell. Khaleej Times, 13 October 2026: Q3 secondary price, citing CRC Property. Savills, 21 July 2026: Q2 average rent. Property Finder, modified 3 July 2026: transfer fee and commission. Khaleej Times, 4 December 2022: escrow and registration framework.

Handover years come from the titles of our own off-plan project pages. The site has no sale listings, so we show no own sale prices. Not verified and left out: the Oqood fee, developer payment plans, service charges and commercial mortgage terms. The worked example and calculator are illustrative and not an offer. The Real Estate Reports, Savills and Cavendish Maxwell measure different periods, so figures are not compared across sources.
