Mainland vs Free Zone Office in Dubai: Which One Fits (2026)

mainland vs free zone office

The mainland vs free zone office decision starts with who you sell to. A mainland licence from the Department of Economy and Tourism (DET) lets you trade across Dubai and needs physical premises. A free zone licence gives 100% foreign ownership inside the zone, but selling on the mainland needs a branch, distributor, dual licence or DET permit. Match the licence to your customers first, then choose the office.

Key facts on mainland vs free zone office choices

  • On ownership, a mainland vs free zone office choice is a tie: most mainland activities allow 100% foreign ownership, and free zones do too (Dubai.ae, u.ae, October 2026).
  • A free zone company must work through a mainland distributor, branch or company to sell locally (u.ae, updated 28 September 2026). Resolution No. 11 of 2025 added DET licence and permit routes.
  • UAE corporate tax is 0% up to AED 375,000 and 9% above, with 0% on qualifying income for a Qualifying Free Zone Person (Ministry of Finance).
  • JLL measured Dubai office vacancy at 6.1% in Q2 2026, Grade A at 4.2% and prime availability at 0.7%.
  • In our 78 live rent listings, the median ask is AED 350 per sq ft in mainland districts and AED 189 in JLT and Media City.

Check 1: who you sell to decides the mainland vs free zone office

For a mainland vs free zone office, the customer map comes first. If your clients are UAE companies, government entities or consumers, a mainland licence gives the cleanest route. A free zone company can still serve them, but u.ae says it must use a licensed mainland distributor or set up a mainland branch or company.

Resolution No. 11 of 2025 widened the options for free zone companies. The Dubai Protocol Department announced it on 17 March 2025: free zone entities, except DIFC-licensed financial institutions, can operate outside their zone with a DET licence or permit. Reed Smith reports annual fees of AED 10,000 for a branch run from a free zone and AED 5,000 for a temporary permit valid up to six months. Dubai.ae says dual licensing currently works with five free zones and lets a free zone company reach the mainland without leasing extra office space.

The implication for your mainland vs free zone office: if your mainland sales are occasional, a permit or dual licence can cost less than a second lease. If mainland clients are your main market, a mainland licence and a proper tenancy usually fits better.

Check 2: the office requirement in a mainland vs free zone office

This is where the mainland vs free zone office question becomes a leasing question. DMCC says a mainland company needs physical workspace of at least 100 sq ft and cannot use a virtual office. Dubai.ae does not state a general mainland office rule, and says only that business premises follow the initial approval, so confirm the rule for your activity with DET.

Free zones are looser on premises. DMCC lists flexi desks, serviced offices, private offices and larger floors, and requires a registered address inside the free zone. Business-setup advisers report that a mainland licence is tied to an Ejari-registered tenancy, while a free zone uses its own tenancy documents. Our guide to renting an office in Dubai covers the Ejari steps and day-one costs.

Check 3: team size and visas in a mainland vs free zone office

Space and visas are linked in both systems. DMCC says a flexi desk allows up to 3 visas, a serviced office 4 to 5 visas, and physical space 1 visa per 9 sq m, about 97 sq ft. DMCC describes mainland visa quotas as depending on the size of the leased office, so confirm the ratio for your activity with DET.

The practical read: one to three people can run from a flexi desk if the activity allows it. A team of eight needs real floor area under either licence, so the mainland vs free zone office choice then turns on district and rent, not on desk rules. Use the office budget calculator to turn headcount into a yearly figure.

Check 4: tax and set-up cost of a mainland vs free zone office

The Ministry of Finance confirmed in February 2023 that taxable income up to AED 375,000 is taxed at 0% and income above it at 9%. Its corporate tax page, last updated on 20 October 2026, adds that a Qualifying Free Zone Person can benefit from 0% on qualifying income. Qualifying income depends on what you do and who you do it for, so a free zone licence does not guarantee 0% tax. Ask a registered tax adviser.

On set-up, DMCC publishes one-year packages from AED 35,484 to AED 49,941 (DMCC blog, 25 August 2026). That is DMCC’s own range, not a market average, and it excludes the office you may lease on top. We have no verified average for mainland set-up costs, so we do not quote one.

Check 5: district, lease terms and timing for a mainland vs free zone office

Districts carry a licensing pattern. Business Bay, Downtown, Sheikh Zayed Road and Deira are mainland. JLT sits inside DMCC and Media City inside TECOM. Check the licensing regime for each individual building before you shortlist it. The chart shows what landlords ask in our live listings.

Mainland districts group: median AED 350 per sq ft (63 listings); JLT and Media City: AED 189 (11). Building grade and age differ between districts, so this is not like-for-like.

Read the chart as a pricing map for a mainland vs free zone office, not a verdict. JLT towers are older and cheaper per sq ft, while Downtown and Media City carry a location premium. Our district guides explain each: Business Bay vs JLT vs DIFC, DIFC vs Downtown, Media City, Barsha Heights and Emaar Business Park.

Timing matters for any mainland vs free zone office. JLL’s Q2 2026 data, reported by Khaleej Times on 30 August 2026, put citywide vacancy at 6.1%, down from 7.7% a year earlier, with Grade A at 4.2% and prime availability at 0.7%. Grade B rents rose 31.5% year on year and Grade A rents 26.2%. JLL expects nearly 940,000 sq ft of new supply in the second half of 2026, against total stock of 101.4 million sq ft. Tenants in Grade A buildings have little room to negotiate rent.

CRC Property’s Q3 2026 update, published on 13 October 2026, says office sales recovered to 1,123 units (DLD data via Property Monitor) and that 83% of its own commercial leases are paid in instalments, with four cheques most common at 53%. That reflects CRC’s deals only, so use it as a prompt to ask for a cheque schedule, not as a market norm. Savills put average rent at AED 238 per sq ft in Q2 2026 (Zawya, 21 July 2026). Mistakes that cost tenants money when comparing a mainland vs free zone office

First, signing a mainland lease before DET confirms your activity and approvals. Second, taking a flexi desk and then discovering your clients need a mainland licence. Third, assuming every tower in a district sits under the same authority. Fourth, comparing asking rents across Grade A and older buildings as if they were equal. Fifth, ignoring the cheque schedule, deposit and break clause. Our commercial lease guide and virtual vs physical office comparison cover the lease side.

Frequently asked questions about mainland vs free zone office choices

Can a free zone company rent a mainland office in Dubai?

Yes, but the free zone licence alone does not allow mainland trading. Dubai Executive Council Resolution No. 11 of 2025, announced on 17 March 2025, lets free zone companies operate in Dubai outside their zone with a Department of Economy and Tourism (DET) licence or permit. The routes are a branch licence, a branch run from the free zone (dual licence) or an activity permit. Financial institutions licensed by the DIFC are excluded.

Do I need a physical office for a Dubai mainland licence?

DMCC states that a mainland company needs physical workspace of at least 100 sq ft and that virtual offices are not allowed. The Dubai.ae business set-up page does not give a general office rule, so confirm the requirement for your activity with DET before you sign a lease. Business-setup advisers also report that a mainland licence needs an Ejari-registered tenancy contract.

Is a mainland vs free zone office cheaper on rent?

Not automatically. In our live rent listings the median asking rent is AED 350 per sq ft in the mainland districts and AED 189 per sq ft in JLT and Media City, but those are different building grades and samples. Compare total cost, which means rent, licence fees, visas and the fit-out, for the same headcount rather than the rent per sq ft alone.

How does corporate tax differ between mainland and free zone companies?

Under the UAE Ministry of Finance rules, taxable income up to AED 375,000 is taxed at 0% and income above it at 9%. A Qualifying Free Zone Person can pay 0% on qualifying income. Whether your income qualifies depends on your activity and structure, so take advice from a registered tax adviser before choosing a licence for tax reasons.

Can foreigners own 100% of a Dubai mainland company?

For most activities, yes, and ownership rarely decides a mainland vs free zone office choice. Dubai.ae says most mainland activities allow 100% foreign ownership, while some strategic activities need an Emirati partner. Free zones also allow 100% foreign ownership, according to u.ae. Ownership is therefore rarely the deciding factor; where you can trade and what premises you need usually are.
